You can complete any quests left that you haven't done, yes.
Mind you, it's probably more fun to move on to TVHM. By the time you finish the main story line in Normal, there won't be too much challenge left in doing the side quests.

I see no reason it shouldn't work. There's nothing happening in the BL1 end game that could effectively block any side-quest. But, imho, the optional missions are best done as soon as you get them. Pretty sure the rewards are scaled on the mission level, not yours, and thus, if earned later, become useless.

1st time is like Kindergarden ,fun beggins on TVHM and real fun beggins at UVHM 3th playthrough whch is hardest as well.
Exactly, in UVHM you can finally reach the potential of your character and is much more fun...
